This short is filled with exterior shots, since there are very similar there were no issue balancing them, the following shot was close to the evening so light was diminishing, still the street lamps and car headlights create a nice atmosphere.
My interpretation, painted the gray Lima sky a little more cyan, then intensified a little the lights in the scene
Final output not so cyan sky but still good overall:
